NWOSU -agreement with Northwestern Oklahoma State University

Major improvement to the soccer and softball fields of Alva Recreation Complex will result from a cooperative agreement with Northwestern Oklahoma State University approved Thursday by the Alva Recreation Authority.

The University will make improvements to the fields in exchange for the right to use those fields for their collegiate soccer and softball programs. That action came as one of three agenda items at a special meeting held at the complex attended by Chair Michelle Mapes, J.P. Randall, Gregg Glass, Matt Adair and ARC Director Courtney Harzman.

The agreement includes three separate sections. The first is a general agreement that the university and ARC will meet to formulate a facility improvement plan and that ARC board will approve improvements prior to installation. The second covers specific improvements to the soccer field and the third, improvements to the softball field.

Soccer Field Improvements

Northwestern is to maintain the soccer field in its current condition and add and maintain fencing/netting, player benches, press box, electric scoreboard, signage and spectator bleachers. It also calls for installation and maintenance of trees and shrubs, but the improvements become the property of ARC.

ARC reserved the right to use the field for community and other special soccer events with “prudent regard” to Northwestern’s schedule. ARC reserves first rights to the concessions but can permit individual events to be handled by university groups. The university may keep all admission revenue.

Softball Field Improvements

Northwestern is granted permission to use the northeast softball Field No. 1 as its primary venue with other fields available on individual permission from the ARC director. From August 1 to the end of the college softball season, the university is to maintain the primary venue including existing facilities and add electric scoreboard, press box, dugouts, signage, and a two-inch water line.

ARC will provide electricity for the scoreboard, will provide access to permanent restroom facilities, and may use the field “with due and prudent regard” to Northwestern’s schedule.

ARC maintains first rights to the concessions, but Northwestern may run the concession with permission of the ARC director. Northwestern will retain all admission revenue.

Other business

Two other items were on the agenda:

First, capital outlay projects for next year’s budget include repairs to address rain leaks in the ARC main building, two sets of bleachers, a storage shed for the Gators and maintenance tractors, and a replacement for the older Gator.

Second, an agenda item on possibly allowing private fireworks in the ARC parking lot became a non-issue when the county commissioners refused to grant an exception to their burn ban.
